The vigilantes searching for the missing girl that kept up the hysteria were mostly KKK. Gov. Smith was a Catholic and the Democratic nominee for the presidency. The mayor initially sided with the searchers and thought a boycott would encourage someone to come foreward.
The Rabbi appealed to Louis Marshall, who was a competitor to Stephen Wise. Marshall went public with his appeal to the Governor to end this affair; Wise prefered the Shtadtlan approach.
The Governor had authority only over the Irish Catholic State Trooper (because he was State Trooper), but the mayor was convinced to issue a full apology.
