The Rabbi appealed to Louis Marshall, who was a competitor to Stephen Wise. Marshall went public with his appeal to the Governor to end this affair; Wise prefered the Shtadtlan approach.
The Governor had authority only over the Irish Catholic State Trooper (because he was State Trooper), but the mayor was convinced to issue a full apology.
